Tracy City Council Ends Employment Agreement With City Manager

Following a closed session meeting that began on the evening of September 19, 2017, the Tracy City Council voted to terminate the City’s employment agreement with Tracy City Manager, Troy Brown effective at noon on September 20, 2017.

In a 4-1 vote, the Tracy City Council then moved to appoint Tracy Fire Chief, Randall Bradley, to serve as the Interim City Manager, which he has accepted. The Council then voted unanimously to appoint City Attorney, Bill Sartor to negotiate and execute a separation agreement with Troy Brown, based on the direction provided in the closed session meeting.

“I want to thank Troy Brown for his service to the City of Tracy. We wish him well on his future endeavors,” stated Tracy Mayor, Robert Rickman.

Mr. Brown began his employment with the City on Tracy on September 2, 2014, serving at-will as the chief executive of the organization for three years. The City of Tracy will not release the Council’s discussions surrounding Mr. Brown’s termination, as they were made during a closed session meeting, which is protected by the Brown Act. The City Council will decide on the process to recruit and fill the City Manager position.

In Chief Bradley’s absence, he has appointed Division Chief, David Bramell to serve as Interim Fire Chief of the Tracy Fire Department. Chief Bradley has stated that he is not seeking to permanently fill the role as City Manager, and intends on returning to his position as Fire Chief following his interim appointment.

“I am pleased that the City Council had the confidence in me to provide the required leadership needed to provide organizational stability during this time of transition. We will focus on continuing to move the Council initiatives forward while ensuring the City is managed in a safe and effective manner,” stated Mr. Bradley.

Mr. Bradley began his role as Tracy’s Fire Chief on December 1, 2015. He has over 30 years of public sector experience serving as Chief Executive Officer for four different independent fire agencies. Mr. Bradley holds a Master’s Degree in Public Administration from the University of Southern California, and two Bachelor’s degrees from the University of San Francisco.

“I voted to appoint Fire Chief, Randall Bradley as the Interim City Manager because of his experience as a chief executive, and the leadership he showed on the San Joaquin County – Emergency Medical Services issue,” stated Mayor Rickman.

“I completely support the City Council’s decision to select Chief Bradley as the Interim City Manager and I think he will do a great job,” stated Assistant City Manager, Stephanie Garrabrant-Sierra.
