09 27 17 PC Public Hearing

The City of Tracy Planning Commission will conduct Public Hearings on Wednesday, September 27, 2017, at 7:00 p.m. or as soon after as possible, in the Tracy City Council Chambers, 333 Civic Center Plaza, Tracy, to consider the following:
 
Application Number CUP 16-0010: Conditional Use Permit and Reclamation Plan Amendment for the Pereira Mine - Applicants are Teichert Aggregates and Property Owner is Triangle Properties – The proposal is to consider a Conditional Use Permit and Reclamation Plan Amendment to define and extend the expiration date for mining until December 31,2036 and reclamation until December 31, 2039 with no changes to mining and reclamation activities previously approved (extension of time only for mining and reclamation), and approval of the renewal of the Interim Management Plan (IMP) for an additional five year period for the Pereria Mine, located at the southwest corner of Tracy Boulevard and Linne Road (Assessor’s Parcel Number 253-110-09). The project will not result in any new significant adverse impacts to the physical environment or in any increase in the severity of any previously identified potentially significant impacts of the project. An Addendum to the 2001 Negative Declaration is proposed in accordance with California Environmental Quality Act (CEQA) Guidelines Section 15164. Application Numbers GPA17-0002 and R17-0002: Applicant is Mike Souza. The property owners are Gemelos Family Partnership and Tracy Unified SchoolDistrict –The proposal is to consider a proposed General Plan Amendment to change the land use designation from Residential High to Commercial and a rezone from High Density Residential (HDR) Zone to General Highway Commercial (GHC) Zone for a 6,000 square foot parcel located at 2461 Holly Drive and a 7,402 square foot parcel located at 2441 Holly Drive. The proposed General Plan Amendment and rezone are consistent with the existing land use. In accordance with California Environmental Quality Act (CEQA) Guidelines Section 15162, no further environmental assessment is required because the proposed General Plan Amendment and rezone are consistent with the existing land use which was previously studied by the General Plan Environmental Impact Report (EIR), certified February 1, 2011. The project planner is Scott Claar, Senior Planner, (209) 831-6429 or scott.claar@cityoftracy.org).
 
Tracy Village DEIR - The Tracy Planning Commission will receive comments on the Tracy Village Draft Environmental Impact Report (DEIR), which analyzed the annexation and development of the proposed 600-unit single-family detached home project with man-made lakes and community recreational areas, along with the potential annexation of the 42 properties fronting along Corral Hollow Road and Valpico Road, as well as the adjoining drainage canal north of Valpico Road. The DEIR is available for public review at 333 Civic Center Plaza, Tracy, and online at http://www.cityoftracy.org/?navid=595. All interested persons are invited to be present and to submit statements orally or in writing before or during the meeting.
