NOTICE OF REQUEST FOR PROPOSALS

ADMINISTRATIVE, ENGINEERING, AND FINANCIAL SERVICES FOR THE TRACY CONSOLIDATED LANDSCAPE MAINTENANCE DISTRICT

1. NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests proposals for ADMINISTRATIVE, ENGINEERING, AND FINANCIAL SERVICES FOR THE TRACY CONSOLIDATED LANDSCAPE MAINTENANCE DISTRICT and will receive proposals in the office of the Public Works Department, 520 Tracy Boulevard, Tracy, California, 95376, Attn: Brian MacDonald, up to the hour of 3:00 p.m., on the 28th day of September, 2017.

2. The services to be performed by the successful proposer are described in the Request For Proposals.  Copies of the Request For Proposals are available on the City’s website at www.ci.tracy.ca.us.  Any questions should be directed to Brian MacDonald at brian.macdonald@cityoftracy.org or 209-831-6233.  The general scope of services includes: The general scope of services includes preparation and certification of the Annual Landscape Maintenance District Engineer’s Report and levy, District annexations, formations, and rate increase services, all in accordance with the Landscaping and Lighting Act of 1972; financing analyses, and District administration as further specified in the Scope of Services contained herein.

3. Proposals shall be submitted and clearly marked as follows:  “ATTENTION: BRIAN MacDONALD - SEALED PROPOSAL FOR ADMINISTRATIVE, ENGINEERING, AND FINANCIAL SERVICES FOR THE TRACY CONSOLIDATED LANDSCAPE MAINTENANCE DISTRICT – DO NOT OPEN WITH REGULAR MAIL.”

Three copies of the proposal shall be provided in the sealed envelope.

4. All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services.  The criteria by which the CITY shall evaluate proposals are set forth in the Request For Proposals.

5. The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal or the proposal process.
