05 10 17 PC Public Hearing

The City of Tracy Planning Commission will conduct a public hearing on Wednesday, May 10, 2017, at 7:00 p.m., or as soon after as possible, in the Tracy City Council Chambers, 333 Civic Center Plaza, Tracy, to consider the following:
 
TSM16-0003: Applicant is The Surland Companies and the property owner is Surland Communities, LLC. Public hearing to consider approval of a Tentative Subdivison Map for Ellis Phase 2 (The Gardens), Application Number TSM16-0003, consisting of approximately 170 acres in the Ellis Specific Plan Area, including approximately 356 residential lots and 9 other parcels, located between Corral Hollow Road and Lammers Road in the vicinity of Ellis Town Drive, Assessor’s Parcel Numbers 240-140-16, 18, 22, and 23. The project is consistent with the Final Revised Environmental Impact Report (EIR) certified by the City Council on January 22, 2013 for the Modified Ellis Project (SCH#2012022023). Specific questions regarding this project may be directed to Scott Claar, Senior Planner, (209) 831-6429, or scott.claar@cityoftracy.org.  
 
 
Child Care Center To Be Located Within an Existing Structure and the Addition of an Enclosed Outdoor Play Area. Public hearing to consider Application Number D17-0002. The proposal includes the remodel of an existing structure to be converted to a child care center and the addition of an outdoor play area adjacent to the structure. The location is the former Uncle Credit Union building, at 1960 W. Grant Line Road, Tracy, in the Rite Aid shopping center at the southeast corner of Grant Line Road and Corral Hollow Road (APN: 232-020-56). The project includes a request for a minor amendment to a Planned Unit Development Final Development Plan approved in 2000. The project is categorically exempt from the California Environmental Quality Act, pursuant to Guidelines Section 15303, New Construction or Conversion of Small Structures. The applicants are Navdeep and Mahaveer Hyare. Specific questions regarding this project may be directed to Genevieve Fernandez, Assistant Planner, (209) 831-6435, or genevieve.fernandez@cityoftracy.org.  
 
SPA17-0003 and D16-0035: Applicant is VMI Architects Inc. and the property owner is City of Tracy.  Public hearing to consider amending the I-205 Corridor Specific Plan land use designation from Freeway Commercial to General Commercial and approving a Planned Unit Development Zone Preliminary and Final Development Plan to construct an approximately 8,000 square foot multi-tenant restaurant and retail building, parking area and landscaping improvements, located south of Naglee Road, west of the intersection with Pavilion Parkway and I-205 on-ramp (Assessor’s Parcel Number 212-290-51). The project has been determined to be categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15332.Specific questions regarding this project may be directed to Scott Claar, Senior Planner, (209) 831-6429, or scott.claar@cityoftracy.org.  
 
ZA17-0002: City-Initiated Zone Text Amendment. Public hearing to consider an amendment to the Tracy Municipal Code, Chapter 10.08, Zoning Regulations, Planned Unit Development Ordinance (Article 13) and Development Review Ordinance (Article 30) to redefine the regulations within the ordinances to enable the streamlining of the development process. The project is consistent with the General Plan Environmental Impact Report Certified on February 1, 2011. In accordance with CEQA Guidelines Section 15183, no further environmental assessment is required. Specific questions regarding this project may be directed to Victoria Lomardo, Senior Planner, (209) 831-6429, or victoria.lombardo@cityoftracy.org.
