05 17 16 City Council Public Hearing

The City of Tracy City Council will hold a public hearing on Tuesday, May 17, 2016, at 7:00 p.m., or as soon thereafter as possible, in the Tracy City Council Chambers, 333 Civic Center Plaza, Tracy, to consider the following:

 

Application Number SPA16-0002: Applicant is Prologis - An amendment to the Cordes Ranch Specific Plan, which involves changes to the landscape design concepts.  The Cordes Ranch Specific Plan Area consists of approximately 1,780 acres located in the general vicinity of Mountain House Parkway and Hansen Road, south of Interstate 205 and north of W. Schulte Road.  The project is consistent with the Environmental Impact Report (EIR) certified by the City Council on September 3, 2013 for the Cordes Ranch Specific Plan.  Pursuant to CEQA Guidelines Section 15162 and Public Resources Code Section 21166, no further environmental review is necessary.  The Planning Commission held a public hearing to consider the project on April 27, 2016 and voted unanimously in favor of recommending that the City Council approve the amendment to the Cordes Ranch Specific Plan.

 

Application Number SPA16-0004: Applicant is CalAtlantic Homes - Approval of an amendment to the Ellis Specific Plan related to façade zone requirements, setbacks, encroachments into setbacks, Union Pacific Railroad edge, and garage requirements.  The Ellis Specific Plan Area consists of approximately 321 acres located between Corral Hollow Road and Lammers Road, in the vicinity of Middlefield Drive. The project is consistent with the Environmental Impact Report (EIR) certified by the City Council on January 22, 2013 for the Ellis Specific Plan.  Pursuant to CEQA Guidelines Section 15162 and Public Resources Code Section 21166, no further environmental review is necessary.  The Planning Commission held a public hearing to consider the project on April 27, 2016 and voted unanimously in favor of recommending that the City Council approve the amendment to the Ellis Specific Plan.

 

Application Numbers R14-0002, ZA15-0002, and TSM14-0003: Applicant is Mana Investments, Inc. - Approval of a zoning text amendment to the Medium Density Cluster (MDC) Zone, approval of a rezone from Medium Density Residential (MDR) Zone to Medium Density Cluster (MDC) Zone, approval of a Vesting Tentative Subdivision Map for 71 single-family residential lots, and approval of residential architecture for an approximately 10-acre site located at 2774 W. Byron Road, 2850 W. Byron Road, and 12920 W. Byron Road.  The project is consistent with the Residential Medium designation and density requirements of the General Plan, for which an Environmental Impact Report (EIR) was certified on February 1, 2011.  In accordance with California Environmental Quality Act (CEQA) Guidelines Section 15183, no further environmental assessment is required.  The Planning Commission held a public hearing on April 13, 2016 and voted unanimously (4-0) in favor of recommending that City Council approve the project applications.

 

All interested persons are invited to be present and to submit statements orally or in writing before or during the meeting. 

 

Should you decide to challenge the decision of the City Council, you may be limited to those issues that were raised for consideration at the hearing.
