Design Services for the City of Tracy Recycled Water Project

The City of Tracy is seeking a consultant(s) to provide design services for the construction of the recycled water facilities associated with the award of the Department of Water Resources Grant (Grant). The City has been recommended for receipt of this grant and formal award may take place within the next two months. The project is expected to exceed $21 million, with an expected construction cost of approximately $17.2 million. The Grant funds are to be expended by December 31, 2018. The City is dividing the design into two components—pump stations and pipelines—to expedite the process. Consultants can choose to propose on the design for either part or both on separate submittals.
The construction of the projects is expected to be completed no later than December, 2018. Key milestones are shown in the attached project schedule. Consultants will acknowledge the key milestones in their proposals.
Proposal Due Date and Content
Interested firms will submit proposals by mail to the City by noon on Thursday, October 29, 2015. Five copies of the proposals shall be addressed to Kul Sharma, Director of Utilities at the City of Tracy. Proposals shall include a separate sealed envelope containing estimates of labor hours and proposed costs.
·        Provide a company description and qualifications;
·        Project understanding and approach to work;
·        Personnel organization chart and resumes. Only provide resumes of key design personnel (at least 10% of the total man-hours); provide name of all sub consultants (electrical, structural, etc.).
·        References (3) and list of three similar projects;
·        Scope of Work with itemized tasks;
·        Schedule; and
·        Estimate of Labor (include in a separate sealed envelope).
The proposal shall be limited to 12 pages, excluding resumes and cover letter.   Estimate of Labor Spreadsheet is not included in 12 page limit.
