Utilities Director Bio
Kul has over 35 years of professional experience in the public works field with both the public and private sectors. For the past 26 years, he has managed the Public Works department and Engineering Divisions for the cities of Berkley and Tracy in California. For the last several years, he managed completion of capital improvement projects totaling more than $2 billion, which involved both maintenance and construction of new infrastructure for residential, commercial, office and industrial developments, including various shopping centers.
Prior to joining the public sector, Kul worked with consultants like Bechtel Corp., Kaiser Engineers, De Leuw Cather International and has a wide variety of experience in the field of Civil Engineering. He has worked as an engineering manager and supervised a team of civil, electrical and mechanical engineers on multi-billion dollar projects.
Kul has also worked on various national and international projects. He worked on the Alaska pipeline in Prudoe Bay. He was a consultant to PG&E for gas line improvements between Canada and California. He worked for the Kuwait Department of Public Works and the Osco/Iranian Oil Company of Iran at Tehran in the late 1970s and early 1980s. In addition, he worked on projects in New Zealand, Japan, Hong Kong, and Saudi Arabia.
Kul has earned several awards throughout his career including the City of Tracy Employee of the Year; the Cognize Award from San Joaquin Council of Governments for Excellence in Regional Planning and transportation activities; and a Certificate of Recognition for the City of Tracy’s Department of Public Works from California State Assembly, and the California State Senate and the U.S. Congress.
