City Manager's Office
The City Manager’s Office manages City affairs while supervising policy and program implementation and enforcement activities. In addition, the department provides policy and program development support to the City Council. The City Manager’s Office also oversees the City Clerk’s Office, Community Promotions, the Mayor’s Community Youth Support Network and the Cultural Arts programs.
Tracy City Manager, Troy Brown
Troy Brown began his appointment as Tracy City Manager on September 2, 2014. Previously, Brown served as the Assistant City Manager in Livermore, California; Assistant to the City Manager in Elk Grove, California, and Assistant to the City Manager in Riverside, California.
He holds a Master of Public Administration from California State University San Bernardino, and a Bachelor of Arts in Political Science from California State University Northridge. Brown is the West Coast Regional Vice President of the International City/County Management Association (ICMA).
